This Ministerial Policy Statement covers Ministry of Agriculture, Animal Industry and Fisheries (MAAIF –Vote 010); and its semi-autonomous bodies, the Diary Development Authority (DDA)- Vote 121; the National Agricultural Research Organization (NARO) – Vote 142); the National Agricultural Advisory Services (Secretariat) together with the NAADS Districts (NAADS – Vote 152) Production Services, in –Vote 500 - 850); The Cotton Development Organization (CDO) – Vote 155); and the Uganda Coffee Development Authority (UCDA –Vote 160) for the Financial Year (FY) 2011/12.
The sector development objectives are:
• Rural incomes and livelihoods increased
• Household food and nutrition security improved.

Immediate objectives;
• Factor productivity (land, labour and capital) in crops, livestock and fisheries sustainably enhanced.
• Markets for primary and secondary agricultural products developed and sustained.
• Favourable legal policy and institutional frameworks that favour private sector developed.
• Institutional strengthening in the sector.

The Agriculture Sector approved budget for the Financial Year 2010/11, was UGX 365.52 bn. This resource was efficiently and effectively used leading to the achievements of the key outputs as indicated below:
Under the Crop Vote Functions the key achievements were: 5 policies were drafted (Organic Agriculture, Urban Agriculture and Cocoa, Water for Agricultural Production, Agricultural mechanization; 8000 export consignments of cocoa were inspected; In addition technical back up in Crop Pest and Diseases were undertaken to all districts and staff of LG trained in the control of epidemic pests and diseases. 500 Ha of land were procured in Buvuma Island for oil palm.

While under the Animal Vote Function the key achievements were: 6 water reservoirs are near completion for commissioning and management; 16,000,000 chickens were vaccinated against NCD; 600,000 cattle against FMD; 500,000 cattle against LSD; 400,000 cattle against Brucellosis. Others were 4 livestock markets constructed, 7000 tons of fish exported, 506 aquaculture enterprises established, 7000 cattle have been added to the breeding stock which will enhance the quality and quantity of improved stock available for production, 57% of rehabilitation works in Ruhengere and Kasolwe stock farms completed, 20,000lts and 15,000 of liquid nitrogen and semen produced respectively, and 2,000 doses of semen imported,3,425 DOC and 2080 DOC of broiler Parent stock and Layer Parent stock procured respectively while 80 AI technicians and 2,000 farmers trained.

For the Policy, Planning and Support Services Vote Function, the achievements were: A final 5 year DSIP was produced in March, 2011; Review of MAAIF institutional linkages with other MDAs, LGs and MAAIF agencies finalized in January, 2011. Procurement of office accommodation for MAAIF HQ in Kampala nearing completion, awaits execution of rental agreement. Ministry of Works has provided technical guidance regarding requirements to enable sourcing for a consultant to develop designs for structure for MAAIF permanent HQ in Kampala; Concept note for preparation of Sector M&E implementation plan approved by TPM and SWG in March, 2011; The Agriculture Technology and Agribusiness Advisory Services (ATAAS) reviewed and harmonized with reviewed Government of Uganda (GoU) position on food security targeting (from 8 under ATAAS to 100 food security farmers per parish);

Discussions initiated with Development Partners on a proposed support to operationalize selected non-ATAAS DSIP programs; Demonstrated walking tractors to 150 households. Conducted feasibility studies for rehabilitation of irrigation schemes of Doho, Mubuku, Agoro and Olweny targeting to benefit 5,000 households.
